concept</h3><p>Target is renovating its Springfield Town Center and Fair Lakes locations to align with &#8220;Fun101,&#8221; part of new CEO Michael Fiddelke&#8217;s multi-year plan to refresh stores nationwide. Electrical permits show the company is installing new lighting and receptacles at both Fairfax County locations to support the rollout of Fun101, which Target <a href="https://corporate.target.com/press/release/2026/03/target-outlines-strategic-plan-for-a-new-chapter-of-growth-in-2026-and-beyond">describes as</a> a reset of its hardlines business emphasizing &#8220;sports, pop culture, toys and trading cards&#8221; with expanded shops-in-shops and enhanced licensing assortment.</p><p>Target SVP Cassandra Jones <a href="https://www.linkedin.com/posts/teamtarget-fun101-merchandising-ugcPost-7459980209690230784-l0kP/">said in a LinkedIn video</a> the concept is &#8220;now outpacing total company sales growth and driving stronger traffic trends.&#8221; That&#8217;s a meaningful claim for the landlords watching this closely: Springfield Town Center and Fair Lakes are both malls under active repositioning pressure, and a Target anchor that&#8217;s generating above-average traffic is a different asset than one that&#8217;s treading water. Target spokeswoman Enoma Owens declined to comment on plans for specific stores.</p><p>Target joining <a href="https://www.fairfaxrealestateinsider.com/p/266m-private-equity-fund-eyes-chantilly">Dick&#8217;s</a> and <a href="https://www.fairfaxrealestateinsider.com/p/scoop-meta-to-open-tysons-corner">Meta</a> in betting on physical experience as a traffic driver suggests the experiential retail wave has moved well beyond entertainment venues and into the core of everyday retail.</p><h3>Scout Space to open Merrifield office supporting 31 new jobs</h3><p>Scout Space, a Reston-based satellite software company, will spend $1 million to open a 2,650-square-foot office and manufacturing facility in Merrifield, adding 31 jobs, Governor Abigail Spanberger announced Tuesday. Scout Space CEO Josiah Gruber cited Fairfax County&#8217;s talent and innovation environment as driving the expansion, which he said &#8220;reflects both the increasing demand for advanced space domain awareness capabilities and our commitment to building the technologies that enable safer, more dynamic operations in orbit.&#8221;</p><p>FFX Now <a href="https://www.ffxnow.com/2026/06/10/reston-space-technology-company-expands-to-merrifield/">reported</a> the new facility will be located on Dorr Avenue in a still-industrial area south of the Dunn Loring Metro station. across two adjacent sites in Chantilly: 17490 Flint Lee Road and 14900 Bogle Drive, just northeast of the Cub Run Rec Center and Westfield High School. The sites have already been approved for data center development. Renderings show two two-story data centers set to be built on Bogle Drive and at least one more across Stonecroft Boulevard&#8211;a multi-parcel buildout consistent with the hyperscale campus model now common in Loudoun County. The renderings include security fencing designed to preserve existing trees.</p><p>Highbrook in March <a href="https://www.businesswire.com/news/home/20260226049759/en/HighBrook-Investors-Closes-Inaugural-Data-Center-Fund-to-Develop-300-MW-in-Northern-Virginia">announced the $266 million data center fund</a>, which targets Northern Virginia. The company, which has U.S. offices in New York City and West Palm Beach, owns 11 NOVA assets totaling 719,386 square feet, per its website. Its data center fund already has 300 megawatts of contracted utility power, with substation equipment on order, according to the March announcement. Highbrook&#8217;s lead developer will be Centra, a data center builder focused on projects in Northern Virginia and Richmond. bringing a &#8220;Meta Lab&#8221; retail boutique to Tysons Corner mall to showcase its AI glasses, according to building permits and job postings&#8211;similar to &#8220;Meta Lab&#8221; concepts already open in Las Vegas, Los Angeles, New York City, and Honolulu. The Tysons location, set to open later this month, is hiring a store manager and &#8220;experience experts.&#8221;</p><p>&#8220;We are excited to bring Meta Lab to Virginia for the first time,&#8221; said Meta Vice President of Retail John Koryl. &#8220;Our boutique at Tysons Corner is on track to open in June, and is the perfect place for shoppers to get hands-on with a range of styles across our AI glasses portfolio. We look forward to welcoming customers in and helping them find their favorite style.&#8221;</p><p>Meta isn&#8217;t a retailer&#8211;it&#8217;s a tech company using physical space as a marketing tool, a model pioneered by Apple and Microsoft. These tenants are less rent-sensitive than traditional retailers, generate foot traffic, and signal to the broader market that the mall attracts an affluent, tech-forward demographic.</p><h3>Tysons office building sells for $31.7M, well below 2016 price</h3><p>A 12-story office building at 8608 Westwood Center Drive in Tysons has sold for $31.7 million, down sharply from the $50 million it fetched in 2016, a decline that reflects the broader post-pandemic repricing in the Tysons office market. The buyer is an LLC that shares a Pennsylvania address with TS Partners, a financial services software company, raising the question of whether this is an owner-occupier acquisition or an investment play. The building sits just west of the Spring Hill Metro off Leesburg Pike, exactly the kind of Metro-adjacent asset the county has been eying for mixed-use redevelopment. TS did not respond to requests for comment.</p><h3>Federal Realty sells Barcroft Plaza for $58M&#8211;more than double its 2006 purchase price</h3><p>Federal Realty Investment Trust has sold Barcroft Plaza in Falls Church for $58 million to a joint venture of Bain Capital Real Estate and 11North Partners, according to a <a href="https://www.baincapital.com/news/bain-capital-and-11north-partners-acquire-five-open-air-retail-centers-300-million">press release</a> and county property records. The 90,000-square-foot open-air center at Lincolnia Road and Columbia Pike is anchored by Harris Teeter and includes an Orange Theory, Glory Days Grill, and Starbucks among its 20 tenants. Federal Realty paid $25.1 million for the property in 2006&#8211;making this a 131% return over 20 years, a modest but respectable annualized gain, especially for retail.</p><p>Barcroft is one of five grocery-anchored open-air centers the Bain-11North joint venture has recently acquired across the country. &#8220;Open-air, grocery-anchored retail continues to demonstrate some of the most compelling risk-adjusted fundamentals in the real estate landscape,&#8221; said 11North Founder and Managing Partner Brian Harper. &#8220;We are acquiring high quality, irreplaceable assets in undersupplied markets at a basis that would be structurally difficult to replicate.&#8221;</p><h3>County reduces commercial permit review times</h3><p>The county&#8217;s Department of Land Development Services is reducing review times for eligible commercial projects from 13 business days to two to three under an expanded Commercial Fast Track program. Eligible projects include office and retail alterations and tenant build-outs up to 12,000 square feet, tenant demolitions, and minor alterations. The county has also restructured its standard commercial review process: straightforward large-scale alterations that previously took 39 business days will now be reviewed in 14, while complex commercial and multifamily projects remain on the 39-day timeline.</p><p>For brokers and developers, the practical implication is significant: a tenant build-out that previously spent nearly three weeks in plan review before a single nail was driven can now clear in two to three days. That&#8217;s meaningful for retail and office leasing deals where tenant improvement timelines are a negotiating factor&#8211;faster permitting compresses the gap between lease signing and rent commencement. The county says weekly performance metrics will be published on the<a href="https://www.fairfaxcounty.gov/plan2build/development-review-metrics"> LDS metrics webpage</a>.</p><p>The county also recently sped up permit processing for qualifying residential home renovation projects, as we<a href="https://www.fairfaxrealestateinsider.com/p/copt-buys-43m-fbi-office-in-chantilly"> reported last month</a>.</p><p><strong>-Springfield District Supervisor Pat Herrity applauded the changes in his most recent newsletter:</strong></p><blockquote><p><em>I still remember the days when you could walk into the Herrity Building with plans and forms for a home deck or small commercial build out and walk back out of the building with a permit in hand. As the process grew to over a week at best, I have doggedly pushed Fairfax County&#8217;s Land Development Services (LDS) to reinstitute a program to make minor residential and commercial permitting easier for our homeowners and small businesses. I am happy to report that LDS has made some tremendous advancements towards efficiently streamlining their processes. The residential process is now down to two days and starting June 1 a new review program will be available for those wishing to make minor upgrades to their commercial properties.</em></p><p><em>While I know these advancements do not wholly address the myriad of regulations, guidelines, and restrictions, as well as the related cost, put on property owners and managers, and while Fairfax County may never get back to a time of same-day permitting, the reduction of permitting from what used to be a weeks long process in some cases, to just 2 to 3 business days is an achievement worth celebrating.</em></p></blockquote><h1><strong>Residential Real Estate</strong></h1><h3>Shenandoah Crossing apartments in Chantilly sell for $216M, about $337,500 per unit</h3><p>Boston-based DSF Group appears to have acquired the Shenandoah Crossing apartments just north of Chantilly High School for $216 million, according to county records showing a May 27 sale to an LLC sharing DSF&#8217;s address. The three-story, 640-unit complex traded at roughly $337,500 per unit. DSF, which has a 25-year track record of renovating and repositioning multifamily assets, did not respond to a request for comment. Whether this is a value-add renovation play or a long-term hold&#8211;and what either scenario means for rents in the Chantilly submarket&#8211;is worth watching.</p><h3>Merrifield apartment complex The application, <a href="https://www.ffxnow.com/2026/06/03/proposed-redevelopment-would-quadruple-housing-at-merrifield-apartments-site/">first reported by FFX Now</a>, seeks to rezone the property, located a quarter-mile from the metro at 8130 Prescott Drive, from the R-20 Residential District into a Planned Residential Mixed-Use District. <a href="https://www.businesswire.com/news/home/20260226049759/en/HighBrook-Investors-Closes-Inaugural-Data-Center-Fund-to-Develop-300-MW-in-Northern-Virginia">in March announced</a> the creation of a $266 million data center fund targeting Northern Virginia. County records show an LLC that shares a Florida address with Highbrook started&#8211;but has not yet submitted&#8211;zoning compliance paperwork for &#8220;new data center construction&#8221; at 14790 Flint Lee Road in Chantilly, just northeast of the Cub Run Rec Center and Westfield High School.</p><p>Chantilly has fast-become a major data center hub, including a proposed facility <a href="https://www.fairfaxrealestateinsider.com/p/fairfax-countys-first-fuel-cell-data">we reported last week</a> that would be the first in Fairfax County to generate power with fuel cells. Highbrook, which has U.S. offices in New York City and West Palm Beach, owns 11 assets in Northern Virginia totaling 719,386 square feet, per its website. Its data center fund already has 300 megawatts of contracted utility power, with substation equipment on order, according to the March announcement. Highbrook&#8217;s lead developer will be Centra, which has built data centers in Minneapolis, Charlotte, and other U.S. cities and is described as a &#8220;Virginia-based vertically integrated industrial and data center operating platform.&#8221; Highbrook did not respond to requests for comment.</p><h3>Compass Datacenters CEO discusses failed Digital Gateway project</h3><p>Compass Datacenters CEO Chris Crosby <a href="https://www.bisnow.com/washington-dc/news/data-center/compass-datacenters-ceo-on-walking-away-from-well-go-to-another-spot-134570">said the quiet part out loud</a> at a Bisnow conference last week: Data center developers will route capital away from jurisdictions that fight them. &#8220;We&#8217;ll just leave. We&#8217;ll go to another spot,&#8221; he said, discussing his decision to back out of the Digital Gateway project in Prince William County after sinking $40 million into the project. The decision came after an appeals court ruled against the project on procedural grounds. &#8220;We&#8217;ll walk away, and now that community doesn&#8217;t get $15 billion in investment. That&#8217;s OK, they don&#8217;t want it,&#8221; Crosby said. &#8220;The United States is big enough, capital can still flow to places that want you to be their neighbor.&#8221;</p><p>The data center complex faced community opposition in part because of its proximity to Manassas National Battlefield. QTS, another developer, plans to continue fighting to save its portion of the project, appealing to the Virginia Supreme Court.</p><h3>What would NextEra&#8217;s Dominion acquisition mean for Northern Virginia&#8217;s data center pipeline?</h3><p>Power grid capacity is one of the biggest constraints as the data center buildout continues in Northern Virginia&#8211;but that could change with NextEra&#8217;s $67 billion acquisition of Dominion Energy, announced on Monday. If approved by federal and state regulators, the acquisition would put one of the largest balance sheets in the U.S. energy sector behind the region&#8217;s data center corridor. NextEra&#8217;s <a href="https://www.sec.gov/Archives/edgar/data/753308/000110465926063001/tm2614888d1_ex99-2.htm">investor presentation</a> identifies Virginia as the &#8220;#1 global market for data center capacity&#8221; and projects $59 billion in average annual capital expenditure across the company through 2032, a portion of which would go toward the infrastructure that serves Northern Virginia. The questions for regulators and residents alike: Will that extra investment be enough to keep up with growing demand? And would a combined mega-company be more likely to reduce growing electricity costs for households through increased capacity&#8211;or raise costs further through market and regulatory capture?</p><p><strong>-NextEra CEO John Ketchum framed the deal in sweeping terms on a <a href="https://www.investor.nexteraenergy.com/~/media/Files/N/NEE-IR/news-and-events/events-and-presentations/2026/2026-05-18%20NEED_%20Transcript.pdf">call with investors</a>:</strong></p><blockquote><p><em>Our country is at an inflection point. Demand for electricity is increasing unlike anything we&#8217;ve seen in generations. Today, energy infrastructure projects are larger and more complex than ever before. Practically every corner of America needs power solutions. Not someday, but right now. Speed-to-power is critical, so too is maintaining affordability and reliability for customers.</em></p></blockquote><h1><strong>Commercial Real Estate</strong></h1><h3>JCPenney mystery solved&#8211;and what the retail-to-experiences wave means for commercial valuations</h3><p>Mystery solved: The sports field <a href="https://www.fairfaxrealestateinsider.com/p/new-fuel-cell-data-center-likely">we reported</a> was coming to the space being vacated by JCPenney at Springfield Town Center is likely for a new Dick&#8217;s House of Sport, <a href="https://www.bizjournals.com/washington/news/2026/05/18/springfield-jcpenney-dicks-house-of-sport-field.html?utm_source=st&amp;utm_medium=en&amp;utm_campaign=me&amp;utm_content=WA&amp;ana=e_WA_me&amp;j=45757895&amp;senddate=2026-05-18&amp;utm_term=ep2&amp;empos=p2">per Washington Business Journal</a>. &#8220;House of Sport&#8221; is an interactive athletics destination complete with turf fields, a track, climbing walls, putting greens, batting cages, and, in some cases, ice skating rinks&#8211;designed less like retail stores and more like community hubs for hosting events, birthday parties, and fitness classes. Another House of Sport is also coming to Tysons Corner.</p><p><strong>-For the aging Springfield mall, this shows the owners are attempting to underwrite a turnaround story. </strong>The JCPenney space is owned by Meridian Group and Martin-Diamond Properties, while the larger mall is owned by PREIT.</p><p><strong>-But it&#8217;s also emblematic of a larger trend: malls moving away from traditional retail and toward experiences. </strong>Tysons, which is facing <a href="https://www.fairfaxrealestateinsider.com/p/new-fuel-cell-data-center-likely">&#8220;flight to quality&#8221; pressures</a> from the newer Reston Station development, has recently welcomed Level99, an obstacle course venue, and The Escape Game. Fair Oaks Mall will soon welcome Sky Zone, a trampoline park, in the former Sears space, <a href="https://www.ffxnow.com/2026/02/17/indoor-trampoline-park-targets-opening-later-this-year-at-fair-oaks-mall/">according to FFX Now</a>. At Dulles Town Center, 810 Entertainment now offers bowling, arcade games, ax throwing, laser tag, and more.</p><p><strong>-Tenants selling experiences do what traditional retail no longer can:</strong> They absorb large footprints in a single lease, generate multi-hour dwell times that lift surrounding tenants, and produce foot traffic on nights and weekends. The key question for commercial brokers and investors in Fairfax County is this: Will stabilized anchor occupancy translate to higher rents and improved valuations for surrounding retail stores? Or are these new experience tenants, which often negotiate heavily discounted rents in exchange for the foot traffic they promise to deliver, filling space without actually moving the needle on asset value? It&#8217;s something we&#8217;ll be tracking.</p><h2><strong>Openings &amp; Closings</strong></h2><ul><li><p>Back Nine Golf <a href="https://ir.comstock.com/news/news-details/2026/Comstock-Welcomes-The-Back-Nine-Golf-to-The-Row-at-Reston-Station/default.aspx">will bring</a> indoor golf simulators to Reston Station, signing a lease for a 4,500-square-foot space at 1860 Reston Row. It will be adjacent to Ebbitt House, the soon-to-open expansion of D.C.&#8217;s iconic Old Ebbitt Grill.</p></li><li><p>Another Broken Egg Cafe will open a new location at 10645 Braddock Road, in the University Mall near George Mason, <a href="https://www.ffxnow.com/2026/05/19/southern-inspired-breakfast-and-brunch-spot-prepares-to-open-at-university-mall/">FFX Now reports</a>. From the <a href="https://www.fairfaxcounty.gov/news/help-shape-future-tysons-office-areas">news release</a>:</p><blockquote><p><em>Specifically, the study will focus on office designated areas generally located along the edges of Tysons, including areas near the Capital Beltway, Dulles Toll Road, south of Old Courthouse Road and the MITRE campus. While these sections are currently designated for office use, the study is evaluating a broader mix of potential uses, including residential and mixed-use development. New recommendations will also consider updated guidance for transportation, parks and open space, environmental sustainability and urban design.</em></p></blockquote><h3>For sale: Dan Snyder&#8217;s estate on the Potomac. Price: $49.9M</h3><p>Former Washington Commanders owner Dan Snyder has listed his home on the Potomac River for $49.9 million&#8211;the second time the property has hit the market since he acquired it for $48 million in 2021. The listing agent is Michael Sobhi of the Sobhi Group. The property&#8211;7979 E. Boulevard Dr., an Alexandria-addressed home in Fairfax County&#8211; is a 16,000-square-foot, eight-bedroom estate called River View, situated on the original grounds of George Washington&#8217;s Mount Vernon, <a href="https://www.zillow.com/homedetails/7979-E-Boulevard-Dr-Alexandria-VA-22308/82741014_zpid/">per Zillow</a>.</p><p><strong>-This is one to watch: </strong>Properties like this don&#8217;t come on the market often, and it will be a defining comp for the ultra-luxury market&#8211;setting a marker that agents will cite for years to come. Snyder previously tried to sell the home in 2024 with Heather Corey of TTR Sotheby&#8217;s, according to Virginia Business, which <a href="https://virginiabusiness.com/dan-snyder-fairfax-estate-sale/?oly_enc_id=7243D2848712H9B">first reported </a>the listing. The ask price then was closer to $60 million, or about $10 million more. The brokerage switch and the ask reduction could mean Snyder is feeling motivated. A sale at or near ask would signal strength; a further reduction or a second failed listing would signal something more concerning about the ceiling for Northern Virginia ultra-luxury.</p><h3>Developer secures $175M to build apartments by Vienna Metro</h3><p>Insight Property Group has obtained $174.6 million in funding to redevelop the Hunters Branch office park into a 452-unit apartment building by the Vienna Metro, <a href="https://www.bisnow.com/washington-dc/news/capital-markets/insight-finances-452-unit-fairfax-apartment-development-sells-adjacent-townhome-site-134616?utm_source=outbound_pub_249&amp;utm_campaign=outbound_issue_94274&amp;utm_content=link_text&amp;utm_medium=email">Bisnow reports</a>. The development will also include 76 townhomes, built by Toll Brothers.</p><p><strong>&#8211;Insight Property Group will also build a 304-unit residential development at 1950 Gallows Road in Tysons,</strong> in a joint project with Southern Management, <a href="https://www.ffxnow.com/2026/05/20/county-board-approves-apartments-to-replace-offices-at-gateway-to-tysons/">FFX Now reports</a>. The story was republished by <a href="https://www.insidenova.com/news/fairfax/fairfax-county-s-first-fuel-cell-data-center-proposed-in-chantilly/article_ed67b249-846d-4460-a4ed-512833c6af1c.html">InsideNoVA</a> and picked up by <a href="https://www.bizjournals.com/washington/news/2026/05/12/data-center-fuel-cells-natural-gas-chantilly.html">Washington Business Journal</a> and <a href="https://northernvirginiamag.com/news/2026/05/12/a-fuel-cell-powered-data-center-is-proposed-for-chantilly/">Northern Virginia magazine</a>.</p><p><strong>-We have since confirmed with Sully District Supervisor Kathy Smith, who represents the area where the data center would be built, that county planners are reviewing T5&#8217;s request for clarification on whether fuel cells are allowed under the site&#8217;s current zoning as a light industrial district.</strong> &#8220;The interpretation request regarding the use of fuel cells was submitted in PLUS last week,&#8221; Smith tells us in an email. &#8220;Staff is reviewing the request and will be conducting research as part of the interpretation review. As for the project itself, the Special Exception application has not yet been submitted, so I do not have any materials to review or comment on at this stage.&#8221;</p><p><strong>-We&#8217;ve also confirmed the project is likely to raise concerns from civic groups that have sought to block other data centers in the area. </strong>Stephen Chulick, president of the West Fairfax County Citizens Association, said his group would like to review the proposal and meet with representatives of T5 before taking a position on this data center specifically. But, he added, his group and the Sully District Council have been frustrated with the county&#8217;s streamlined approval process for data centers in general. That process, he said, &#8220;has resulted in unexpected problems such as a lack of infrastructure for the power grid, not enough setbacks from adjacent land uses and overall concerns about noise, air pollution, and a degradation of the quality of life in the immediate vicinity of the data centers.&#8221;</p><p>Chulick added: &#8220;Although the focus of your story is Fairfax County, the organizations have been very concerned regarding the rapid growth of the data center industry in this county, Loudoun County, and Prince William County and the effects on local climate, water quality and availability in the Potomac and Occoquan watersheds in an area that is currently in a drought condition.&#8221;</p><h3>Amazon buys Manassas data center for $65M</h3><p>Amazon Data Services has purchased a 110,000-square-foot data center in Manassas for $65 million from an affiliate of Menlo Equities, <a href="https://www.bizjournals.com/washington/news/2026/05/11/amazon-mason-king-prince-william-menlo-equities.html">reports Washington Business Journal</a>. Amazon had already been leasing the site, at 7505 Mason King Court.</p><h1><strong>Commercial Real Estate</strong></h1><h3>Springfield JCPenney to be replaced by &#8230; a sports field?</h3><p>A sports field is coming to the space being vacated by JCPenney at Springfield Town Center, at least according to new permit filings that show plans for lighting, fencing, and utility relocations. Why a sports field&#8211;and who will operate it? We reached out to Chris Martin, an executive at Martin-Diamond Properties, which co-owns the site. &#8220;I don&#8217;t have any comments at the moment,&#8221; he said. For now, it remains a mystery. JCPenney closes on May 24 after 53 years in the mall&#8217;s anchor space.</p><h2><strong>Openings &amp; Closings</strong></h2><ul><li><p>Vienna&#8217;s Fresh Market will close on May 31, <a href="https://www.ffxnow.com/2026/05/11/fresh-market-to-permanently-close-vienna-grocery-store-this-month/">FFX Now reports</a>. The store opened in 2011 and is one of two Fresh Market locations in Northern Virginia. The site&#8217;s owner, Papadopoulos Properties, is listing it as available for lease.</p></li><li><p>Bethesda-based Collars &amp; Co, which landed a deal with Mark Cuban and Peter Jones on &#8220;Shark Tank,&#8221; will open a store in Reston later this month, its first permanent location in Northern Virginia. The chain is known for men&#8217;s polo shirts. The median days on market was unchanged at six. site&#8211;rezoning path runs through July Planning Commission</h3><p>Madison Homes wants to build up to nine two-story houses on three acres of surplus land owned by the Church of Good Shepherd at Braddock Road and Olley Lane in Burke&#8211;an issue set to come before the Planning Commission in July. A few neighbors aren&#8217;t thrilled, voicing concerns during a <a href="https://urldefense.proofpoint.com/v2/url?u=https-3A__www.youtube.com_watch-3Fv-3DF6FcBdI54pI&amp;d=DwMFaQ&amp;c=euGZstcaTDllvimEN8b7jXrwqOf-v5A_CdpgnVfiiMM&amp;r=OCwVOEJq9iwgZxER3z6RWgq5xdKOxI_m16PQAq6oysA&amp;m=5ok3b0-Hhhvpq3kMVz6z8-Y9auaetALOsWQ9H-wA2Z8epBmLsg-GcqR6MzlEjOEc&amp;s=ZyNKJW5-QrtUWT6noXUCu-qovw7a9WnAQJVGu0GwHu4&amp;e=">May 4 community meeting</a> about the number of mature trees that would need to be removed and stormwater runoff.</p><p>Susan Kohn, who&#8217;s lived just north of the site for over three decades, said she&#8217;s enjoyed the green space and that it&#8217;s &#8220;sad to see that it&#8217;s not going to continue in its current form.&#8221; Kathryn Taylor, a land use attorney representing Madison Homes, responded that the builder has &#8220;been very mindful in trying to ensure that it would be a mix of tree preservation, conservation easement, and new plantings that would be non-invasive.&#8221; An executive with Madison, Andrew Rosenberger, added that his company intends to improve the stormwater runoff situation for neighboring properties. &#8220;Post construction, the flow rate into those areas will be reduced,&#8221; he said.</p><p>The site is currently zoned to the R-1 District, meaning one dwelling per acre, but a forthcoming Comprehensive Plan amendment would increase that to up to three dwellings per acre to allow the nine proposed homes&#8211;a similar density to the adjacent neighborhoods. Madison Homes is under contract with the church to purchase the three-acre site once the county approval process is complete.</p><p>The Planning Commission will consider the Plan Amendment on July 15, with the Board of Supervisors expected to take it up on Aug. 25. as Rushmark Managing Partner Neal Kumar <a href="https://www.bizjournals.com/washington/news/2026/05/12/rushmark-scotts-run-south-multifamily-building.html">told Washington Business Journal</a>. The proposal, laid out in a <a href="https://drive.google.com/file/d/1aTDdDfAt7qqIv32VDk_ySYJppVemHgzh/view?usp=sharing">letter to the county</a> from land use attorney Lynne Strobel, calls for an L-shaped building on top of a parking podium that would include up to three levels of parking, two levels of retail, and a one-level residential lobby. The 446,000 square feet of residential space would include two- and three-bedroom units&#8211;fewer but larger units than envisioned by the previous owner of the site, which was sold to Rushmark in 2024 for $18.5 million. The development is  part of Scotts Run South at the intersection of Chain Bridge Road and South Dartford Drive, near Capitol One&#8217;s headquarters and the McLean Metro Station. Three other building sites in Scotts Run South are also set to be developed into some combination of office, retail, and residential space.</p><p>Construction of the 30-story tower is set to begin in Q1 2028, with delivery planned for mid-2030, pending county approval.</p><p>Per Strobel&#8217;s letter:</p><blockquote><p><em>The building design, combined with high quality materials, including masonry, high-performance glazing, and various finishes, will ensure an iconic residential building that will enhance the Tysons skyline. Tenant amenities will include a private courtyard and rooftop terrace. rather than drawing primarily from the power grid.</p><p>T5 Data Centers will seek a special exception to build a 312,000-square-foot data center on a roughly 19-acre site at the intersection of Stonecroft Boulevard and Lee Road in the Westfields International Center at Dulles, according to a <a href="https://drive.google.com/file/d/19g-aTYXuAi6jCglHfLL5XYQ-2zOiCByZ/view?usp=sharing">letter filed with the county</a> from Allison Reynolds, a land use attorney representing T5.</p><div class="subscription-widget-wrap-editor" According to a <a href="https://www.goldmansachs.com/insights/articles/fuel-cells-could-help-meet-the-power-demand-from-data-centers">Goldman Sachs research report</a>, fuel cells convert natural gas into electricity without combustion, meaning less pollution than gas turbines. footprint in Chantilly with a <a href="https://drive.google.com/file/d/1XFFB2yd-7dBD2fRGzxJCrivMEO6WbvLi/view?usp=sharing">$43 million deal</a> for 17 acres and two office buildings currently leased by the FBI. The property is at 15020 Conference Center Drive, just south of the Udvar-Hazy Air and Space Museum&#8211;an area that&#8217;s become a major hub for defense contractors including Boeing, General Dynamics, SAIC, and Northrop Grumman. It was purchased from PFI Chantilly LLC.</p><p>COPT President and CEO Stephen Budorick discussed the sale in a <a href="https://seekingalpha.com/article/4895267-copt-defense-properties-cdp-q1-2026-earnings-call-transcript">call last week with investors</a>, noting that the company owns another property half a mile away:</p><blockquote><p><em>The ground lease has very attractive long-term economics, which are supported by 2 highly strategic 100% leased office buildings known as Mission Ridge. These buildings are occupied by the FBI&#8217;s Technology division, including their cyber group and 2 leading defense contractors who are among our top 20 Defense/IT tenants. This transaction provides us with essentially perpetual control of a strategic land parcel in one of our priority submarkets in which we currently have a dominant market share and importantly, the senior position in the capital structure, which should lead to an opportunity to acquire the leasehold interest at attractive terms sometime in the future. Recall last quarter, we acquired Stonegate I in the same Westfield submarket, which was a $40 million purchase of 140,000 square foot building that is fully leased to a top 20 U.S. defense contractor.</em></p></blockquote><h3>Comstock bets big on &#8220;flight to quality&#8221;&#8212; and it&#8217;s paying off</h3><p>Comstock, one of the region&#8217;s largest commercial real estate developers, has long argued that companies would abandon aging suburban office parks for transit-connected, amenity-rich space&#8211;a thesis it calls &#8220;flight to quality.&#8221; The company&#8217;s newly released <a href="https://d18rn0p25nwr6d.cloudfront.net/CIK-0001299969/beb0cce9-5bd4-481f-bb1d-a8616e79a55a.pdf">annual report</a> shows that bet paying off: Revenue jumped 23% last year to $63 million, the company&#8217;s seventh straight year of growth, as a parade of corporate tenants have relocated to Comstock&#8217;s Reston Station development.</p><p>Defense contractor Booz Allen Hamilton <a href="https://investors.boozallen.com/news-releases/news-release-details/booz-allen-relocate-global-headquarters-reston-virginia">announced last fall </a>it&#8217;s moving its headquarters from Tysons to The Row at Reston Station, a move coinciding with several rounds of Booz Allen layoffs. Other companies that have chosen Reston Station for their global or regional headquarters include Google, Carfax, ICF, Rolls Royce Aerospace, and Amentum. Tysons&#8217; overall office vacancy rate sits at 20%, according to the <a href="https://tysonsva.org/resource/tysons-quarterly-market-report-q4-2025/">Tysons Community Alliance</a>. Comstock&#8217;s stabilized portfolio is 93% leased, per the annual report.</p><p><strong>-The developer <a href="https://ir.comstock.com/news/news-details/2026/Comstock-and-McWilliamsBallard-Report-Continued-Sales-Momentum-for-JW-Marriott-Residences-Reston-Station/default.aspx">said</a> condo sales at its JW Marriott residences at The Row exceeded $12 million in Q1 2026, </strong>totalling $90 million since opening in September 2025. The penthouse on the 27th floor recently sold for $10.25 million&#8211;Virginia&#8217;s most expensive condo sale ever,<a href="https://northernvirginiamag.com/home/real-estate/2026/04/29/reston-penthouse-sells-for-record-breaking-10-25m/"> according to Northern Virginia magazine</a>. McWilliams Ballard is handling sales of the condos, which come furnished and include 24-hour concierge, valet service, and access to hotel amenities such as in-residence catering, housekeeping, a fitness studio, and more.</p><p><strong>-Comstock also noted in its annual report it&#8217;s moving into mall operations</strong>&#8211;which followed a <a href="https://ir.comstock.com/news/news-details/2026/Comstock-to-Assume-Management-of-Dulles-Town-Center-Mall/default.aspx">press release</a> last week that it will replace Dallas-based Centennial as manager of the Dulles Town Center. Centennial had managed the 1.4 million-square-foot mall since 2020. Comstock will handle day-to-day operations such as leasing, tenant relations, on-site activities and vendors, and marketing. The company will also provide strategic direction to the mall&#8217;s owner, Virginia Investment Properties LLC, including &#8220;the evaluation of redevelopment options that could increase overall utilization of the land,&#8221; according to the release.</p><h3>JBG Smith seeks to replace Tysons office building with mixed-use apartments and retail</h3><p>Developer JBG Smith has filed a proposal with the county to demolish one of three office buildings it purchased last year at Tysons Dulles Plaza and replace it with a 375-unit apartment building and two retail buildings, <a href="https://www.bisnow.com/washington-dc/news/multifamily/jbg-smith-seeks-to-replace-tysons-office-building-with-apartments-retail-134411">reports Bisnow</a>. The proposal seeks to create an &#8220;active, pedestrian-oriented environment&#8221; to align with the &#8220;mixed-use character&#8221; of Tysons.</p><p><strong>-In its <a href="https://www.sec.gov/Archives/edgar/data/1689796/000110465926055644/jbgs-20260505xex99d1.htm#Property_Multifamily_start">quarterly earnings report</a>, JBG disclosed it has sold a 50% interest in Tysons Dulles Plaza,</strong> which JBG bought last year for the firesale price of $42.3 million. The buyer of the 50% stake is not named. &#8220;This strategic joint venture follows through on our plan to attract private capital partners to scale and diversify our distressed office investment strategy while also enhancing the efficiency of our platform with incremental fee revenue and potential carried interest income,&#8221; JBG  CEO W. Matthew Kelly said in a letter to investors.</p><h2><strong>Other commercial transactions:</strong></h2><ul><li><p>The Monument Three office building at the Worldgate complex in Herndon was sold for $30 million from PBE Companies LLC to Crown Monument LLC.</p></li><li><p>A complex in the Kingstowne Towne Center in Alexandria that includes a 16-screen Regal cinemas was sold for $19.7 million from BP Kingstowne Theater LLC to FR Kingstowne LLC. The Washington Business Journal <a href="https://www.bizjournals.com/washington/news/2026/04/29/kingstowne-bxp-federal-realty-movie-theater.html">has more</a>.</p></li><li><p>An office building at 1577 Spring Hill Road in Tysons was sold for $20 million from BE Spring Hill LLC to the Lafayette Federal Credit Union.</p></li></ul><h2><strong>Data Center Watch</strong></h2><h3>One developer pulls out of Digital Gateway project while another presses on</h3><p>Compass Datacenters, a key developer behind the &#8220;Digital Gateway&#8221; project in Prince William County, is pulling out of the project, while another developer, QTS, is appealing a recent court loss, <a href="https://www.insidenova.com/news/prince_william/surprised-by-the-arrogance-digital-gateway-developer-qts-files-appeal-to-save-prince-william-data/article_79380aa2-a67e-448c-b7a0-bac6610e9067.html">Inside NOVA reports</a>. Compass bowed out after an appeals court halted the 2,000-acre data center complex, which has faced community opposition in part because of its proximity to Manassas National Battlefield Park.</p><p>&#8220;Recent legal actions and compounding regulatory hurdles have effectively closed a viable path forward,&#8221; Compass President AJ Byers <a href="https://www.compassdatacenters.com/news/digital-gateway-project/">said in a statement.</a> Meanwhile, QTS denounced the court decision as &#8220;unprecedented&#8221; in its appeal to the Virginia Supreme Court.</p><h2><strong>Openings &amp; Closings</strong></h2><ul><li><p>Mama Lucia, a pizza favorite in the Fair City Mall off Main Street just inside the City of Fairfax, closed on Sunday after 39 years. &#8220;This decision was not easy, but our owner, Rosa, will be stepping away for health reasons,&#8221; the beloved restaurant announced on Facebook. Mama Lucia brought decent foot traffic into a less-utilized, covered portion of the mall that also includes Cinema Arts Theater.</p></li><li><p>The county is considering a zoning special exception to allow a Sheetz in Lincolnia, <a href="https://annandaletoday.com/sheetz-convenience-store-planned-for-lincolnia/">reports Annandale Today</a>. The convenience store and gas station would replace two underutilized office buildings at 5505 and 5515 Cherokee Ave.</p></li></ul><h1><strong>Residential Real Estate</strong></h1><h3>County-commissioned report says home construction needs to double</h3><p>The pace of home construction in Fairfax County would have to more than double to keep pace with projected job creation over the next decade, says a <a href="https://www.fairfaxcounty.gov/housing/sites/housing/files/Assets/documents/news/Fairfax%20County%20Housing%20Needs%20Assessment%20FINAL%20April%202026.pdf">new report</a> from the county&#8217;s Department of Housing and Community Development. The report, prepared by HR&amp;A Advisors, points to a massive and growing housing shortage&#8211;both for renters and owners&#8211;but offers no policy prescriptions for what to do about it. It says the county has spent decades adding employers faster than it has added housing, and the gap has now compounded to the point where the workers those employers depend on&#8211;teachers, nurses, drivers, office staff&#8211;can no longer afford to live here. The commuter flows tell the story plainly: 148,000 more people drive into Fairfax every day to work than drive out, with 55,000 of them coming from Prince William County and 43,000 coming from Loudoun.</p><p>Per the report:</p><blockquote><p><em>By 2035, the County is projected to add 62,000 workers and between 45,000 and 184,000 new residents, growth that will increase demand across income levels,&#8221; the report says. &#8220;To accommodate this expansion and restore a healthy vacancy rate, the County will need an estimated 41,000 to 95,000 new homes by 2035. Meeting this need will require roughly doubling the pace of housing production compared to the past decade.</em></p></blockquote><p>Without a sustained political and policy effort, it seems clear the future is ever-rising prices for both owners and renters that drive a larger share of the county&#8217;s workforce to live (and pay taxes) elsewhere.</p><h3>&#8220;Fast track&#8221; residential permits to become faster</h3><p>The county is looking to speed up the approval timeline for certain home renovation permits. The Department of Land Development Services <a href="https://www.fairfaxcounty.gov/landdevelopment/fast-tracked-residential-permit-processing">announced </a>that projects qualifying for &#8220;fast track&#8221; status will be processed in one business day instead of the current five. Qualifying permits include &#8220;construction-ready,&#8221; &#8220;non-complex&#8221; projects such as one-story additions of 500 square feet or less, decks, finished basements, small garages and sheds, swimming pools, and solar panels.</p><p>The county is conducting a review to determine if it can also speed up the &#8220;fast track&#8221; process for commercial properties.</p><h3>Board of Zoning Appeals halts home addition over setback requirements</h3><p>A homeowner in the Greenbriar neighborhood west of the Fair Oaks Mall was denied a zoning appeal to complete a partially constructed three-story addition, <a href="https://www.msn.com/en-us/money/realestate/fairfax-county-rejects-appeal-to-allow-completion-of-man-s-3-story-home-extension/ar-AA222mpe?apiversion=v2&amp;domshim=1&amp;noservercache=1&amp;noservertelemetry=1&amp;batchservertelemetry=1&amp;renderwebcomponents=1&amp;wcseo=1">WJLA reports</a>. The extension is about seven feet from the property line, but the county&#8217;s setback rules require eight. &#8220;People that do not like the look and how big it is, I just want them to understand, I did it for my family,&#8221; said the homeowner, Mike Nguyen. This is sure to create a stir in the neighborhoods off Braddock Road in Central Fairfax, where residents depend on the facility for summer childcare, swim lessons, drop-in fitness classes, and more.</p><h1><strong>Commercial Real Estate</strong></h1><p><strong>A permit has been filed to begin soft demo work at the location being vacated by JCPenney at the struggling Springfield Town Center</strong>&#8211;the first step toward redeveloping the mall&#8217;s anchor space. We&#8217;ve reached out to the property owner, PREIT, to inquire about new tenants, and we&#8217;ll let you know what we hear. JCPenney is closing May 24 after 53 years due to &#8220;lease challenges,&#8221; as Northern Virginia magazine <a href="https://northernvirginiamag.com/style/shopping/2026/02/20/jcpenney-to-close-at-springfield-town-center/">reported</a> in February.</p><p><strong>The American Red Cross is downsizing its footprint at the headquarters of its Northern Virginia Chapter at the intersection of Arlington Boulevard and Prosperity Avenue, </strong>near the Mosaic District. We emailed the Red Cross after noticing several permits indicating renovations and received the following statement:</p><blockquote><p><em>After a recent reassessment of space needs, the American Red Cross has made the decision to lease a portion of its 45,806 square-foot building at 8550 Arlington Boulevard in Fairfax, Virginia.</em></p><p><em>A tenant has signed a multi-year lease to rent a portion of the Red Cross-owned building, and permits are being sought for renovation work to customize the rented space for the new tenant on two floors.</em></p><p><em>The American Red Cross will continue to operate at the Arlington Boulevard location, including the blood donation center on the third floor. We do not anticipate any interruption to Red Cross services provided from the Fairfax location; CPR and other lifesaving classes will continue to be offered, staff will work out of offices there and the blood donation center will remain open and unchanged.</em></p><p><em>Dependent on the permitting process, renovations could begin later in 2026 with a tentative target move-in date for the new tenant in 2027.</em></p><p><em>The Fairfax location will remain the home of the Northern Virginia chapter of the American Red Cross and the hub for our lifesaving work in local communities. We are grateful to all who have &#8211; and will continue to &#8211; come through our doors to volunteer, take a class, donate blood or support our mission.</em></p></blockquote><h2><strong>Data Center Watch</strong></h2><p><strong>Two office buildings in Tysons could be replaced by a data center,</strong> <a href="https://www.ffxnow.com/2026/04/24/bespoke-data-center-buildings-proposed-near-tysons-residences/">FFX Now reports</a>. The California-based operator Serverfarm has applied for a special exception to build &#8220;Vienna Cloud,&#8221; described as a &#8220;completely modernized&#8221; data center to replace the &#8220;groaning,&#8221; 1970s-era buildings at 7990 and 7980 Quantum Drive. &#8220;Serverfarm designs and delivers bespoke facilities to meet the specific needs of its customers in each of the areas it serves,&#8221; says an April 24 <a href="https://drive.google.com/file/d/1lKy5hGrboyHz_m57g5NbM58_3H2jpbTo/view?usp=sharing">filing</a> from land use attorney Jill Parks. &#8220;Moreover, while each facility is strategically located in major metro hubs and high-growth edge markets to support growing demand, they are designed to live within the precise neighborhoods they support.&#8221;</p><p><strong>The Coresite data center in Reston has filed a permit to install three 50,000-gallon underground diesel fuel storage tanks to power energy generators, </strong>presumably to keep the center running during power outages. The 533,000-square-foot facility is one of three interconnected Coresite data centers in Reston.</p><h1><strong>Residential Real Estate</strong></h1><p><strong>Vienna&#8217;s teardown-rebuild cycle continues with three demolition permits being filed last week</strong>, including two on the same street &#8211; signaling continued builder confidence in Vienna&#8217;s $2M+ new construction market. The demos are for 102 Moore Ave SW, 217 Moore Ave SE, and 2422 Jackson Pkwy.</p><p><strong>Dream Finders Homes has filed a permit for another townhouse at Sunset Station, </strong>its new development right by the W&amp;OD Trail near the Reston Town Center.
